Web design consists of a lot of things, and it's best to have excellent tools for each part of web design.
For graphics, there are Adobe Photoshop, Paintshop Pro, and GIMP, the latter of which is free.
For writing HTML/XHTML code, there are FrontPage, Dreamweaver, Notepad, and so on. I prefer Notepad, it being the easiest of the three if you know your HTML already. But if you prefer to have something to the coding for you, then the other two are better fits.
For managing your site and its content, you could search for CMS's such as Mambo, Movable Type, and phpnuke.
http://www.freeserifsoftware.com/ is a website that has free programs that will help in webpage design. This website is useful if you can't afford Photoshop and Frontpage. Their software isn't as impressive as the most popular programs, but they are still quite useful.
