Motherboard Fan Starts For A Second And Then Stops

when i start my computer it does not respond , when i open the cover i saw that when we push the buttun the motherboard fan just start and goes off .......i had changed the SMPS also but no effect

I have the same problem on my rescue computer. I hope that it's not the cpu already dead.
