USB Ports on Computer dead - can I hook up laptop to desktop to fix?Data Transfer Between Laptop And Desktop

Yesterday my desktop USB ports decided to stop working. The only ports I have to plug in my keyboard and mouse are the USB ports. Is there a way I can get into my system by networking my laptop with the desktop? The desktop is a Dell XPS 400 running Windows XP. The laptop is an HP Pav dv9700 running Vista.
