Need Help With Kde Effects

I used to have Ubuntu installed, but honestly, I never used it. It just took up HDD space. I also had XP installed too, but I never really used that anymore either.
I tried KDE4 out a while back though, and I found the entire effects to be glitchy, and it's not like my video card couldn't handle it (it was a 8800GTS 512 mb). Compiz-Fusion worked great under Ubuntu, so I just came to the conclusion that the effects in KDE4 were poorly written.
So, have the fixed the effects? I remember the minimizing/maximizing effect being extremely buggy. I probably won't install Linux again until I get a new computer and make my current one a Linux box, but that won't be until around 2011, after I had graduated from college.

First of all, try booting on a Linux LiveCD, to see if this a hardware or a software problem.
If, with the LiveCD, everything is correct, this is an indication that the drivers or the settings on your hard drive installation are not correct.

When I installed Ubuntu the interface lagged too much. When moving window it would leave a ghost trail. Later I was told to install the drivers for my video card. It can be installed by going to System > Administration > Hardware Drivers. I had a Nvidia drivers ready to be downloaded and installed. The list also had some older Nvidia drivers. I just went ahead with the recommended (latest) one. Everything went fine. Now no lagging, very smooth operation. Also there are many more resolutions to choose now.

My laptop has a GeForce GO 7300, which is a crappy card and does not have any troubles with displaying all the fancy effects.

What window manager are you using ? Compiz or Kwin ?
Try switching the window manager, maybe one of the two is wrongly configured.

If that doesn't work, try playing around a bit with the advanced settings.

Seems most slow codepaths of binary NVidia driver for 8xxx+ GeForce cards were fixed and effects work smoothly (only bitmapped fonts are slow, but there is a warning about this). It wasn't funny as older NVidia cards worked faster that newer ones.

Now I'm happy with KWin, it's hard to change it once you get used to its advanced features.
