Full flash websites are well presented and interactive in general, but the main concern with these types of sites is accessibility, where there are problems with screen-reader programs being unable to read from the Flash files. Also, full flash sites usually have bad Search Engine Optimisation, unless the webmaster has implemented a backend system to assist in the process.

Bandwidth and download size are not a real problem for full Flash sites since these days the internet comes quite cheap and with large amounts of download quota.
