Yes, underclocking a CPU is possible. Please read the Wikipedia article on Underclocking.

There are no really negative disadvantages to underclocking a CPU.
There are a lot of advantages, however, some newer CPUs underclock themselves automatically.

SpeedStep and Cool'n'Quiet are example of CPU controlling software by Intel and AMD.
