If you bought the Licensed copy of IPB you wouldn't any errors while installing IPB. So check whether your copy of IPB is legal or cracked.

this problem is not while installing! the install goes perfectly. But when i go to load the homepage, or the index page, this error appears. and its only that page, every other page (profiles, pm's, admin panel) all works fine.
the copy is licensed to me, so its not a illegal or cracked copy! thanks -jimmy |

@Jimmy: Did you take the forum down? I can't access the forum link you posted.
Since this is a new IPB install, why not just remove all the files from cPanel and delete the database, then start the installation over from scratch? |

agreed, byy the looks of it, it might be the mysql tables might have been corrupted or damage in some way. So I would uninstall your forum and reinstall it again and see what happen.
