I also searched for a free program that would control pc volume using the mouse scroll wheel and hot keys, but they couldn't give me what I wanted. I found Power Mixer that worked quite well, and what was even more important, it had powerful features and friendly interface.

What a nice software

If you are lazy (like me) you could use it. But as jjrace said on some sound card's their default software supports this. This software i guess it's taken out from a software from some sound card that supports this option. However it's nice
