and last right-click anywhere and select New-> Integer. Name it "nglayout.initialpaint.delay" and set its value to "0".

That's why I moved it here, where most probably it's place is.
The paintdelay isn't a bad thing if it does what I think it does. The delay allows firefox to download the HTML, CSS and Javascript code before rendering the page thus giving you the right layout immediatly (without the delay it's possible that firefox shows the HTML code without any CSS code at first). Setting the delay might give you the idea that it's faster (especialy on slow and bad connections) but it won't boost anything
