So you want to make fancy paper publications like a fanzine or something you'll need a DTP package. While most DTP packages are expensive pieces of crap, there are a few good programs available.
If you're using Windoze, Serif's PagePlus SE is just about the best you can get. There are commecial versions that add things like PDF export, but those can easily be added by free print drivers...
For Linux, go for Scribus: you won't be dissappointed.
