Here's a transcript of the pm-conversation that took place between me and ddlworld. I rejected his application coz he wouldn't use our form to submit the appl. I told him several times that all it'd take him to get hosting is to use the correct form and resubmit.
First of all - there are hundreds of others who want free webspace more desperately than you - and most of them are getting so, because they follow the proper protocols set by our board. I don't think you quite understood why your application was rejected. Read what I posted again:
In other words - your application was rejected because you didn't submit it using the application form provided by us. It's mentioned quite clearly in our TOS that you HAVE TO SUBMIT your application using that form ONLY. Consider that a basic necessity.
I never said yor are not eligible for hosting - you very well might be. But even in that case, you have to do it the right way. All of us did the same and you are no exception, however desperately you need the space. Hope I could make myself clear.

Now this kind of attitude isn't certainly tolerable. Hosting is out of question - but should we consider a ban ?
