0. I'm currently exploring cms' to startup an alternative energy TV website (post URL as it develops)
(SaveEnergy/ MakeEnergy/ SaveGreen/MakeGreen)
0b. Additional motto suggestions are welcome! =)
1. I flat out *love* the Constellation template, but see that Joomla 1.5 has issues with it.
Google: Constellation 1.5 siteground
1b. What other templates (& for other cms') have the same flow & feel?
1c. Am I correct in seeing that Mambo is an product prior to Joomla (& why the Mambo template loads slower?)

2. As mentioned, I'm whittling down cms', for modifying layout, speed, scalability & expansion.
Any other cms worth looking into?
Thanks kindly!

Forget mambo/joomla, they are clunky beasts that are slow as old boots. Drupal is fast but IMO ugly unless you do a lot of work to tart it up, my personal favorite is e107, fast clean and easy as pie to work with. There are 100's of CMS out there now days, you do not mention what features you actually require, so its hard to direct you to a specific CMS that will do what you want with ease.
Also take a look at php-fusion and php-nuke, they are both rock solid, i have used both on different projects, but like i said, these days i pretty much use e107 for everything.

Even though Joomla is "slow" a lot of professionals are using it for most of the things and make profit out of it by creating custom webshops, custom websites and etc. Even though a lot of whom moved to creating something of their own with Zend framework which is quite easy and making profit out of it by creating products for the web..
I used joomla and it's really powerful, but for a simple CMS it's really to powerful and to "slow", I also used Drupal, I liked it, but still never really used it to much until I finished my own CMS which I usually always use.. and know where is what, but I also am using Zend framework which has some really great features which helps a lot even though I don't really like all that structure as it's so much OOP
