Do want mah jiang as in the tile game from China or do you want Mahjongg as in the solitaire game from America which bears no resembelance to the original game whatsoever?

I know it's maybe not what you wanted but give it a try, playing against people is always more fun then against CPU's

The problem is that it's not free but you can completely choose how you want to play the games with the rules and the 'fan'.
Still it is very slow and can be confusing at times. The bottom line is that it is very well designed and has a great online feature.

I have a friend who uses it in Mac OS X and says it is easy to play and pauses if you have to go away from the keyboard.
