First of all it's W3C (World Wide Web Consortium), they develop the Web Specifications with the help of Web Developers. I don't know what you mean by restrictions as W3C hasn't stopped my ability in writing pages, infact it increased my user-awareness so that more people could benefit from my site, and knowing that the site is in compliance with W3C means that a lot of browsers will support it.
That's the whole reason of creating a standard, if we left Netscape and Microsoft to duke it out, we wouldn't see much when viewing sites due to browsers having different implementation and less support for their competitors.
Programming Languages have their standards, ANSI/ISO create standards. These are people who are making sure that big companies don't get carried away and start implementing things that serve no benefit other than to increase their reputation and drive their competitors away.
As with building your website, if you don't follow standards, a lot of your potential viewers will miss out and if you don't care, then do what you like, but if these potential viewers can be considered revenue then why not do your best to satisfy them and not big companies who probably don't care since they've already got their point through.
We need standards, they aren't restrictions, they are guidelines, you can choose whether to follow them or not, but if you want to be respected more, that's what you have to sacrifice.
