First, yes the send function is enabled.

By forum hosting, do you mean like you make one of those sites where people sign up for a free forum, like Invision Free? If so then I don't reckon you'll have enough space and bandwidth here to be honest. I can't find anything about not hosting someone elses site though.

I also decided to look through the TOS, why aren't CGI forums allowed, lol?
