1.Create a new file with optional size.
Background color is #117711

2. Go to Filter > Noise > Add noise as below:

3. Type anything you like in color #003a66 (here is AstaHost)
Duplicate Layer Text, choose color #afc475 for layer and move it as below

4. Rasterize Type the 2 layers

5. Right click on the first layer and choose Blending Option > Stroke and select as follow:

6. Ctrl + E

7. Filter > Noise > Add as in step 2
8. Select Blending Option > Stroke and choose as follow:

1. Create a new file, any size is okay. Background color: #117711
2. Filter > Noise > Add noise as below:
Amount: 20
Gaussian
Monochromatic

4. Duplicate the Text layer and choose color #afc475 and move it out of the first layer a little

5. Rasterize Type the 2layers
6. Right click first layer > Blending option > Stroke and choose:
Size: 8
Position: Outside
Blend Mode: Normal
Capacity: 100
Fill Type: Color
Color: White

7. Merge: Ctrl + E
8. Filter > Noise > Add noise as in step 2

9. Right click the layer > Blending option > Stroke and choose:

Position: Outside
Blend Mode: Normal
Capacity: 100
Fill Type: Color
Color: Black
