If you are still in development stage of your website and you're still writing code or configuring it, then you could call it developing. If you use these tools for a site that it already up and running then I'd call it maintaining it because you're no longer developing it, your managing it.

The tools you suggest mostly check for broken links and create maps (except webanalyzer, gonna check if it's worth installing wink.gif ) of websites.

Also, you might have use these tools on your post because none of the links are working blink.gif

Astra-site manager -> refers to the hp website (merc-int probably refers to Mercury Inc. which is a part of HP now)
Linkbot -> dead
Merzscope -> spam
webanalyzer -> dead
