The Internet 2 - What is it?

Okay, I was listening on the radio the other day, and someone was talking about using the next level of the internet to make money through e-commerce, but I am a little confused by all this.

The last time that I heard about the "Next Tier of the Internet", it was suppoed to be for research areas, like colleges and think tanks..

This site says:
