Programming, since you can do almost anything by it if you've become an expert and that includes designing graphics through a program, an example would be making an executable file in Visual Studio with a coded graphic. If you're really good at manipulating vector coordinates and calculating vector alignments then you can create impressive graphics through programming applications, even without using a pen tool(just by coding/scripting). Plus, you can create complex animations too, that is, if you become good at it.
IMHO programming and design can both be learnt. Some of us have a natural proclivity one way or the other and naturally lean towards 'programming' type endeavours or 'design' type endeavours. But let's be clear folks - knowing what a paintbrush does should not be confused with knowing how to paint a masterpeice
I think that it's much more easier to have a talent abot graphic designing because the program languages can be learn but nice design is a hard work to do.
I'm far better at programming then graphic design. I just don't have the talent for that stuff although I do try often to create pretty pictures.
Graphic designing, definetely. Mostly small things like banners and buttons...I don't know much about programming!

To have a good website, a half-decent website you need to be good at graphics, some people have great creative minds and they can create extrordinary designs which they then create in a graphics program. They cannot truly fake great graphics (getting someone to create them for you or copying them from another site) if you don't make them yourself but you pass them off as though you have created them it does nothing for you. When it comes to programming, no one in our days ever really learn anything, they have the internet handy, thus they begin to take other pre-made scripts created and made available by creative and generous people and again pass them off as their own. If you wish to be good in either field you need practice and putting them together to create something great is sometimes difficult, but if people perserver most likely than not they will triumph in there creation.
if your a web designer graphics is your choice, if your a web developer of course programming. And the one should know both and other web related including security is a web master. And any of them need high creativity

I think I'm about even in both. I can create decent graphics, but put them to good use too!
I enjoy programming more, because you can do so much more powerful things that way, and you have to be really smart, and it seems more powerful, while any dummy can do something in microsoft paint and then lay it out with frontpage or something. However, you're not going to get very far running a web page by yourself if you aren't very good at making it good-looking.
I can't do such programming such as C very well without some help but in Web Design I cam much better cause it's simpler and more fun when you work with graphics.
I have no skills programing, but i do know something about design, so i go with design.
I took the either as meaning both.
I think that a good site designer/builder needs to be at least adequate at both. personally that is where I feel I am in both. I know html, javascript and am handy with cgi. I think, however that to be really good at site design you have to be able to conceive the entire project in your mind first. The goal is to end up with a site that performs its intended function, while at the same time, it is eye appealing. How much you understand about both aspects (programming and design) will determine how sucessful you are as a designer. I also think it is important to have a bit of marketing experience when designing a site. Where this comes into play is in the design of the site's navigation, the design of the ads, and the wording of its content.
