I don't see why not. If your site has good content Google usually will accept it. Don't just make the site for the sake of making money. Google's Adsense program is not a get rich program. I use it mainly to cover the webhost and domain costs. So keep that in mind. If you have lots of good information on your site, more visitors will visit and usually the Adsense program pays well.
Same here...it seems like they WILL send out your payment once you reach $100. You just have to enter your address in it along with the bank information. They support a list of countries. Take a look at: https://www.google.com/adsense/support/bin/...&topic=8453 yeah what weaponX has said sums it up pretty well. if they don't accept it being sent to your country maybe you have a good online friend that will pay you via paypal after they get the check? it's rather risky though so don't take my word for it.
