[ODST]Da Man,

Once you post at least 10 (preferrably 20) meaningful posts you are elligible to apply for a hosting account in the Request free hosting forum. Please post as many meaningful and helpful posts to help make these forums better. NOTE: You don't always get your free account after you have 10 posts, your posts will be examined to see whether you comply with our rules and regulations.

If or when you get your account:
If or when you get your hosting account you must upload you site to your public_html folder so it is viewable to the world. Presumably by ftp as it is the easiest way, a good ftp program is Cuteftp

Assuming you have gotten the enough space to place your pages and database instances, and the provider has already give you an account and password to access the directory via ftp, You may use the ftp tools (leapftp, cuteftp) to upload your files.

You may also use the management tools provided by the provider. After you got 10 good posts, you may apply an account here, and try both methods by yourself.
