First you need to be a little more specific. You need to be hosted somewhere where they offer a cPanel. I am not certain what your problem is because you can not have a page unless you ftp'd your page to a server. Your page is one thing and xPanel is an interface for users to manage files and databses with. a page is just that a page, they are two entirely different things.

First you'll need to earn at least 10 hosting credits by making quality posts in the forum. The number of posts does not determine the number of credits you get. You post size and quality is the only factor use to calculate credits.
