I'm looking for a freeware program that can create DVDs which I can play on my standalone dvd player. Nothing to complex, creating simple menus, converting to the right format (I do care about quality, so being able to change some encoding settings is always welcome

Then DVDstyler to make the menus and backgrounds, and burn away. I recently discovered www.essential-freebies.de, a site dedicated to (as the name implies) freeware. Don't let the fact that the whole discussion is in German scare you away, what they usually do is copy/paste the English description of the freebie along with the link, then they go on to discuss the software in German.
