I want to learn you, how you can create text like ice! follow me!

Step 1 ) create a new doc and type your text
Step 2 ) right click on layer(text) and select "resterize layer", rotate your text (Image > Rotate > 90 CCW ) and apply wind filter ,do this three times. and finally rotate text to normal position.
Step 3) right click on the layer and Duplicate layer and go to Filter > Blur > Motion Blur-90 and distance as 45.
Step 4) select the Eraser and remove blure from the top of the text ( layer 2).
Step 5) Merge two layers, for these press Ctrl+E ,and then apply Filters > Stylize > Find Edges

Now you can see your work like ice
